All zombies have a 10% chance to spawn as zombie villagers, except zombies generated by zombie spawners. Husks and drowned never spawn as zombie villagers, either. So it's just a low chance. Or, if you're on Normal or Hard difficulty, there's a chance (50% on Normal, 100% on Hard) that any villager killed by a zombie will become a zombie

Not in Minecraft. Without any players within a 128-block radius, mobs automatically despawn. Similarly, mobs without a player within a 32 – block radius about a 2.5% chance to despawn every second. Aside from a few special mobs with unique despawn timers, this holds true for all mobs without a nametag. Except villagers.
